Insp Enright said police believed Mr Romeo, a restauranteur also involved in the abaloneindustry, was killed on Phillip Island before his body was driven in the van to Melbourne.
"We think we're relatively close to solving this crime but it's a matter for peoplein the community to decide whether this crime will be solved or not," he said.
The father-of-three was last seen by his wife at their Phillip Island home, severaldays before his body was discovered.
Rosetta Romeo said she didn't know why anyone would want her brother dead.
"He was the type of person that wouldn't hurt anyone, had many friends, was a lovingfather and we just can't understand why," she told reporters.
"You could never imagine someone in your family would be shot down like an animal."
